As the text states, the tiniest paddling is for "other places" on your body, the other three are from lightest to strongest. Of course off camera there are plenty of implements (both for spanking and other punishments) that pack more punch than that last paddle..but it already delivers a respectable otk and more, as much as many women can (until further practice and training, wink) handle.
